The Commission should be seen as a crucial step in the process of democratization, building respect for human rights, and strengthening civil society in Lithuania. At its meeting of 2 March 1999 held in Vilnius the Commission set the following strategic goals:
– to fill in the existing gaps in the modern history of Lithuania by having academic specialists and expert researchers conduct and disseminate documented information both in Lithuania and abroad;
– to publicize and disseminate the generated information, as well as to inform citizens and students of all age groups about the Holocaust as well as the crimes committed by the Soviet regime, and their consequences for Lithuanian society and the international community;
– to consult decision-making bodies on issues related to the Commission’s agenda.
